Job Description
1.PURPOSE: This request for quote is for Database Manager services to support the centralization and cloud- modernization of the Department's Health Management System (HMS). Contractor will provide these services to the Florida Department of Health (Department).
2.TERM: The work will begin on 4/1/2024 or the date on with the purchase order is issued, whichever is later . It will end at midnight, Eastern Time on 6/30/2026. The State of Florida's performance and obligation to pay under this purchase order and any subsequent renewal is contingent upon annual appropriation by the Legislature and satisfactory performance of the Contractor.
3.LOCATION OF WORK: The worksite is the following location(s): Department of Health Office of Information Technology (Client) Bureau of
Clinic Management and Informatics

4.CRIMINAL BACKGROUND SCREENING: The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor's employee being disqualified from performing services pursuant to this agreement.
5.CONTRACTOR QUALIFICATIONS AND EXPERIENCE: The Contractor must possess the following minimum qualifications and experience:
- 7 years of documented experience working as InterSystems IRIS/Cache Object Script Developer and a thorough understanding of the Cache database system.
- 7 years of documented experience in designing and implementing IRIS/Cache databases, including data modeling and Structured Query Language (SQL).
- 7 Seven years of documented experience using Hypertext Markup Language (HTML), Cascading Style Sheets (CSS) and Javascript.
- 5 Five years of documented experience using SQL queries, Javascript Object Notation (JSON), jQuery, Ajax, Bootstrap, and eXtensible Markup Language (XML).
- Expert in object-oriented programming, experience in building Web services and consuming web services in cache.
- Working knowledge of Simple Object Access Protocol (SOAP), Secure Sockets Layer (SSL) certificates, Java key stores and encryption
- Working knowledge of message/file transfer protocols: Transmission Control Protocol/Internet Protocol (TCP/IP), File Transfer Protocol (FTP), Secure File Transfer Protocol (SFTP), Pretty Good Privacy (PGP), (Public key/Private key).
- Working knowledge of data governance frameworks and compliance regulations, like the Health Insurance Portability Accountability Act (HIPAA), relevant to data management and privacy.
6.CONTRACTOR RESPONSIBILITIES: - SERVICE TASKS : Contractor will perform the following tasks in the time and manner specified:
- Perform the following for applications based on Intersystems Cache, Cache Server Pages (CSP), HTML, Javascript, Jquery, Json, Ajax, and ASP.Net.
- Create system designs and provide documentation for system feature enhancements and additions and bug fixes, daily, as specified in the work tickets assigned by the Department.
- Modify and create application code and database code, ready for User Acceptance Testing, daily, as specified in the work tickets assigned by the Department.
- Troubleshoot, determine, and document resolutions to system issues identified by the HMS Support group and the Applications Management team, daily, as specified in the work tickets assigned by the Department.
- Provide work estimates, communication and updates for Release Planning, Sprint Planning and Daily Scrum, daily, as specified in the work tickets assigned by the Department.
- Document application modifications and additions in a documentation repository, daily, as specified in the work tickets assigned by the Department.
- Complete job required training as assigned by the Department. Completion verification may include certificates, sign-in sheets and verification via the Department's Learning Management System.
6.1.3.DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentially document attached to the purchase order.
6.2.DELIVERABLES: Contractor will complete and submit the following deliverables to the Department in the time and manner specified:
- Provision of Database Manager Services in the time and manner specified in Tasks 6.1.1. - 6.1.2.
7.METHOD OF PAYMENT: - purchase order will be issued to the Contractor.
- The method of payment for this purchase order is unit rate.
- The Contractor will not receive payment in advance for goods or services described in this scope of work.
- The Contractor must submit an invoice monthly that provides a detailed accounting of the deliverables performed during the invoice period for which payment is being requested.
- The Contractor is responsible for the performance of all tasks and deliverables contained in this request for quote.
8.PERFORMANCE MEASURES AND FINANCIAL CONSEQUENCES: ll deliverables and related tasks must be completed 100% as specified. Failure to satisfactorily complete or submit a deliverable in the time and manner specified will result in a financial consequence as indicated below:
- Failure to complete and submit Deliverable 6.2.1. in the time and manner specified will result in a payment reduction equal to 10 percent of the total monthly invoiced amount.
- Failure to comply with Task 6.1.3., DATA SECURITY AND CONFIDENTIALITY will result in a payment reduction equal to 10 percent of the total monthly invoiced amount for each day the Contractor is not in compliance.
9.CONTRACTOR TRAVEL REIMBURSEMENT: Reimbursement for travel expenses is authorized only when approved in advance by the Department Contract Manager and conducted in accordance with Section 112.061, Florida Statutes and Department Internal Operating Procedure (IOP) 56-37.
